Town Manager

Joseph E. Waltz was appointed as Interim Town Manager on November 16, 2016. He was hired in December 2005 to lead and manage the Town's electric utility in supplying reliable and affordable electric service to the citizens of Front Royal. Mr. Waltz served as the Director of Public Utilities from 2006 - 2008. He has over 26 years of experience in the electric power business and has held many leadership and senior positions, having started his career as a meter reader. Mr. Waltz holds a Bachelor's of Science Degree in Business from Strayer University and an Associate's Degree in Applied Science in Electronics. He has received a Certificate in Public Administration from Shenandoah University and is a Certified Energy Procurement Professional (CEP) from the Association of Energy Engineers. Mr. Waltz has served as a past board member for American Municipal Power (AMP), a well as other power agencies.

The Town Manager's Office is comprised of the Town Manager and an Executive Assistant. The Town Manager oversees all of the Town's operations and employees. Some of the more specific responsibilities of this office include but are not limited to:
  • Preparation of the annual budget
  • Preparation of Town Council agendas
  • Authorization of specific public notices
  • Authorization of specific permits
  • Updating the Front Royal website
  • Updating the Government Access Channel 16
  • Updating the Town Code
  • Quarterly Newsletter to the Citizens
