Building/Zoning Permit
Before a building permit is obtained, a change of use or location change is permitted, the site plan is reviewed for compliance with the Zoning Ordinance for issuance of a Zoning Permit.
Zoning Permits are required for residential and commercial uses and construction. Typical activities that require a zoning permit are: - Fence erection and/or installation;
- Placement of an accessory structure;
- Addition of a porch;
- Addition of a deck;
- Installation of a swimming pool (above or below ground); and
- Change of use (e.g. residential to commercial, residential to office, commercial to industrial, etc.)
- New construction of residential, commercial, or industrial structures (utility connection fees must be paid prior to Zoning Permit issuance).

Checklist of Building/Zoning Permit Application Requirements
Pursuant to Town Code Section 175-134, all Building/Zoning Permit applications for new construction shall include the following information on site drawings |

Foundation Location Survey
Residential or commercial construction must not proceed beyond the foundation until a plat, prepared by a certified land surveyor, certifying that the location of the foundation is in compliance with zoning regulations has been submitted to and approved by the Zoning Officer. Approval of the Foundation Location Survey is required to receive a Final Compliance Certificate and a Certificate of Occupancy from Warren County. |
Final Compliance Certificates
Before a new building can be used, or before a new business can occupy or use an existing building, the Zoning Office conducts a review for compliance with the site plan and/or zoning regulations for issuance of a Final Compliance Certificate. |

Zoning Approval Business License Clearance
Establishing a business in a new location requires zoning review and approval before obtaining a Business License from the Town Business Office. |

Home Occupation
To establish a business within your residence, the Zoning Office must determine whether the business is permitted as a home occupation according to established zoning criteria. |

Yard Sales
Before conducting a yard sale, first obtain a permit from the Town Business Office. Yard sale signs are not allowed to be placed on utility poles, street signs, or upon the public rights-of-way. |
Signs
Sign applications must be submitted for review of compliance with the Zoning Ordinance that governs the location and size of all signs within Town Limits. |

Special Use Permits
Certain uses specified in the Zoning Ordinance, development in the Floodplain and changes to nonconforming uses require special use permit review and approval by the Town Council upon recommendation by the Planning Commission. A site plan is required with all Special Use Permit applications. |

Site Development Plan Review
Plans for new commercial or multi-family structures and site development or redevelopment, additions and renovations must be submitted to the Planning Office for staff and Planning Commission review to ensure compliance with requirements. Plans must be prepared by professionals and certified by an architect, engineer, or land surveyor licensed in Virginia. Development sites are required to be properly landscaped in accordance with ordinance requirements. |

Subdivision Plan Review
Plans and plats for subdividing any property in the Town must be submitted for review and approval by the staff, Planning Commission and Town Council. Boundary line adjustments and certain minor subdivision may be approved administratively. |

Rezoning
Property owners may petition the Town Council for a zoning reclassification of their land by application through the Planning Office. Public hearings before the Planning Commission and Town Council are required. Applications may voluntarily proffer certain conditions to mitigate the effects of the proposed rezoning. |

Variances
A variance is a relaxation of the terms of the Zoning Ordinance that will not be contrary to the public interest and where, owing to the conditions peculiar to the property and not the result of the action of the applicant, a literal enforcement of the ordinance will work undue hardships on the property owner. The Board of Zoning Appeals is appointed to conduct public hearings on variance requests and decide each case on its merits.
Variances from the provisions of the Subdivision Ordinance are decided by the Town Council upon recommendation from the Planning Commission. |
