The Community Relations Division is staffed by a part-time civilian employee who acts as a liaison between the Police Department and the citizens we serve. The Community Relations Specialist oversees Crime Prevention Programs as well as a variety of other programs with the assistance of both patrol and investigation personnel. Along with McGruff the Crime Dog, Fingerprinting of children, Bicycle Safety Rodeos, and Seatbelt Safety, other programs include:
- Amber Alert System is a team effort between broadcasters and police to help find abducted children swiftly and safely.
- Business Watch/Notification Program was designed to facilitate the exchange of information and ideas between cash retail business and law enforcement to form a partnership in the prevention of crime. An e-mail alert system was created to alert businesses of any suspicious activities or flimflams.
- Check Fraud is an educational service to businesses on how to prevent check fraud since this is a significant loss of profit for businesses.
- Child Safety Seat Program is offered to citizens to ensure that their child safety seat is properly installed in their vehicle.
- Citizens' Advisory Board consist of (12) citizens that reside in Front Royal and Warren County that meet on a monthly basis to advise and discuss issues concerning law enforcement and the quality of life.
- Citizens Police Academy is a joint effort between the Front Royal Police Department and the Warren County Sheriff's Office to educate the public about the services delivered by the two agencies. Courses taught include patrol techniques, traffic enforcements, accident investigations, investigation procedures, SWAT operations/negotiations, K-9 procedures, court proceedings, firearms, emergency driving and police/media relations.
- Con Games Program monitors the alerts of current flimflams. The Police Department's Investigation Division is a member of the National Association of Bunco Investigators, Inc. Whenever a fraud is reported, notifications are sent to news media and local businesses.
- Defensive Tactics Program offer knowledge and expertise in self-defense and prevention. Classes are designed to promote general safety instruction as well as basic techniques and defensive maneuvers.
- Drug Hotline Information enables citizens to provide information on drug activity and remain anonymous. The Communications Division monitors the calls and the information is forwarded to the Drug Task Force.
- HEAT Program joins the Virginia State Police, in partnership with the Division of Motor Vehicles (DMV) and law enforcement agencies throughout Virginia, to Help Eliminate Auto Theft (HEAT). The Program offers cash rewards to people with information that leads to an arrest of a suspect who has carjacked a vehicle or is in possession of a stolen vehicle.
- Holiday Beat Officers are assigned to the downtown area and shopping centers the last week of November and through December. Business owners or merchants may contact the Beat Officer directly though their cell phone.
- Neighborhood Watch Program allows citizens to make a real difference in their neighborhood by attacking crime. The Police Department assists interested parties in starting a program.
- Night Patrol & Business Checks are performed by the Patrol Division in the business districts of the community nightly. Officers are trained in burglary detention and spend 3 - 4 hours checking businesses during the night shift. They also walk the concentrated business districts and physically check establishments for signs of burglaries.
- Notification of Banks is an e-mail program to instantly notify banks of fraudulent activity in the area.
- Open House is a yearly event that has been successful in building community relations with children and parents.
- Police Foundation is comprised of supportive business leaders and citizens who act as an advisory board to promote citizen involvement in police activities. The Foundation also solicits and manages community generated contributions and raises awareness of the important unbudgeted or "discretionary" needs that will improve crime prevention and law enforcement.
- Ride-A-Long Program allows citizens to ride with an officer and see what police work is about.
- Robbery Seminars explain the proper procedure to follow in case of a robbery. Bank managers use this service as training for their personnel.
- Shop With a Cop provides Christmas presents to needy children and their families. Several Police Department personnel take children shopping with funds donated from the community. This Program is in partnership with the local Fraternal Order of Police Lodge #33.
- Shoplifting Program provides commercial establishments with tips on preventing shoplifting and educates merchants on the current application of Virginia laws pertaining to shoplifting, concealment of merchandise and the detention of a suspected shoplifter.
- Slow Down in our Town Campaign is a yearly effort to get motorists to reduce speeding through voluntary compliance. The Speed Trailer is set up in targeted areas during one month out of the calendar year. The Campaign is a team effort between the Police Department and Jim Kenney Insurance.
- Tours of Police Department are offered upon request to school children, church groups, daycares and anyone else who wants to see the building and equipment.
- VIPS (Volunteers in Police Service) is to enhance the capacity of the Police Department by utilizing volunteers. This program offers residents the opportunity to offer their time, skills and support to the Police Department.
- Warren County TRIAD/S.A.L.T. was designed to reduce the criminal victimization of the elderly and enhance the delivery of law enforcement service to seniors. The S.A.L.T. Council acts as an advocacy/advisory group and provides a forum for the exchange of information between seniors and law enforcement.
- Youth's Advisory Board consists of high school students that meet with Police Department personnel and the Director of Special Services of the Warren County Public School System. They meet once a month during the school year to discuss issues concerning law enforcement and the quality of life.
- Youth Police Academy is similar to the Citizen's Academy, but geared toward high school students of Warren County. The program builds rapport between law enforcement and students that is vital in preventing violence in our schools.
