A charge of twenty-five dollars ($25.00) shall be added to the electric bill of each consumer who, by his request, has the Town test and inspect an electric meter, when said electric meter has been tested and inspected by the Town at the request of the consumer within a previous twelve-month period.  Should, however, the electric meter be found to be inaccurate or malfunctioning, the charge of twenty-five dollars ($25.00) will not be assessed.
