Section 134-30 WATER - CONNECTION CHARGE ESTABLISHED.


A.    Connection charge for water service, independent of and in addition to installation costs, will be based on meter size and service line size.  The larger size will dictate the fee in conjunction with the following schedule:

    1.    Three-fourths-inch water tap:  five thousand dollars ($5,000) each.

    2.    One-inch water tap:  eight thousand ninety-one dollars ($8,091) each.

    3.    One and one-half-inch water tap:  ten thousand five hundred fifty-five dollars ($10,555) each.

    4.    Two-inch water tap:  twelve thousand nine hundred eighty-four dollars (12,984) each.
    
      5.    Three-inch water tap:  twenty-nine thousand two hundred fifteen dollars (29,215) each.

    6.    Four-inch water tap:   fifty-one thousand nine hundred thirty-seven dollars ($51,937) each.

    7.    Six-inch water tap:  one hundred sixteen thousand eight hundred fifty-eight dollars (116,858) each.

    8.   Eight-inch water tap:  two hundred seven thousand seven hundred thirty-nine dollars (207,739) each.

    9.  Ten-inch water tap:  three hundred twenty-four thousand five hundred eighty-nine dollars ($324,589) each.

    10.  Twelve-Inch water tap: four hundred sixty-seven thousand four hundred nine dollars ($467,409) each.

B.    The connection charge for water service exclusively used for fire-suppression systems will be based on the line size, according to the following fee schedule:

    1.    Three-inch line or smaller:  one thousand two hundred sixty-eight dollars ($1,268), plus twenty-six dollars and ninety-nine cents ($26.99) per month.

    2.    Four-inch line:  two thousand five hundred thirty-six dollars ($2,536), plus fifty-three dollars and ninety-six cents ($53.96) per month.

    3.    Six-inch line:  five thousand seventy-two dollars ($5,072), plus one hundred nine dollars and eighty-six cents ($109.86) per month.

    4.    Eight-inch line:  seven thousand six hundred eight dollars (7,608), plus one hundred sixty-three dollars and eighty-three cents ($163.83) per month.

    5.  Ten-inch line:  ten thousand one hundred forty-four dollars ($10,144), plus two hundred seventeen dollars and eighty cents ($217.80) per month.

    6.  Twelve-inch line:  twelve thousand six hundred eighty-one dollars ($12,681), plus two hundred seventy-one dollars and seventy-eight cents ($271.78) per month.

C.    The above standard fee schedule charges shall apply to apartments, houses, condominiums, commercial buildings and hostels.

D.    For the purpose of this fee schedule, the following terms shall have the meanings indicated:

    APARTMENT UNIT - A single dwelling unit in a multiple-unit structure which is occupied on a rental basis.

    CONDOMINIUM - A single dwelling unit in a multiple-unit  structure which is occupied on an ownership basis.

    UNIT - Any single place of residence, any single place of  business or any single hostelry room.

E.    The standard fee schedule shall apply to the first unit of any structure.  These standard fee schedule charges shall apply to each condominium unit.

F.    The charges for apartments, condominium units and trailers will be one thousand nine hundred twenty dollars ($1,920) for water service for each unit after the first unit.

G. (RESERVED).

H. i.  Commercial and industrial buildings; hotels, motels, inns and other lodging facilities; dormitories; and nursing-care facilities with central dining areas will be charged according to the standard fee schedule charges for each  water tap made, with an additional charge of three hundred thirteen dollars ($313.00) for each water closet.

    ii. Single-family and two-family residential dwellings will  be charged according to the standard fee schedule charges for each water tap made, with an additional charge of four hundred two dollars ($402.00) for each dwelling unit.

I. There will be an additional monthly charge for each water meter exceeding one (1) inch in size according to the  following fee schedule:

1.    One-and-one-fourth inch meter:  seven dollars and thirty-two cents ($7.32) per month.

2.    One-and-one-half inch meter:  nine dollars and eighty-two cents ($9.82) per month.

3.    Two-inch meter:  twenty-three dollars and thirty-three cents ($23.33) per month.

4.    Three-inch meter:  one hundred twenty-two dollars and forty cents ($122.40) per month.

 5.          Four-inch meter:  one hundred fifty-nine dollars and twelve cents ($159.12) per month.

 6.          Six-inch meter:  two hundred forty-four dollars and eighty cents ($244.80) per month.

J.    All connection fees for water service furnished outside the limits of the Town of Front Royal will be one hundred percent (100%) more than the in-town rates as provided above.  This section shall not apply to property located in the Belmont Subdivision of Warren County served by the water system constructed by the lot owners and subsequently conveyed to the Town of Front Royal.

K.    No connection fee for water service shall be accepted by the Town of Front Royal prior to the issuance of a zoning permit and the approval of a building permit application for building development or conversion upon the lot or parcel of land to be served.  This provision shall not apply when the lot or parcel of land to be served has an existing structure approved for occupancy.

L.    Notwithstanding the provisions of Section 134-30A through I, the connection charges for water service provided to structures and facilities which were existing as of May 20, 1991, in the following annexed areas of the Town of Front Royal shall be frozen at the rates in effect on the date of May 20, 1991, as follows:

    1.    The annexed are incorporated into the Town of Front Royal by order of the Annexation Court, effective December 31, 1976, as shown by the plat of record in the annexation file of record in the office of the Clerk of the Circuit Court of Warren County.

    2.    The annexed area incorporated into the Town of Front Royal by order of the Annexation Court effective December 31, 1978, as shown by the plat of record in the annexation file of record in the office of the Clerk of the Circuit Court of Warren County.
